Different ISO, different fuel, same stranded value.
The regulatory pressure is accelerating in parallel. Texas SB6 makes curtailment-control infrastructure mandatory for every new ≥75MW load by Dec 31, 2025. PUCT rules adopt mid-2026. PJM, CAISO, and MISO equivalents are working their way through their own commissions. No off-the-shelf software exists to handle any of it.
